The Mayor fills the vacancies of Bobby Lutz and Elwin McRoy by promoting operations guy Matt Abdelmassih and hiring former Dayton assistant Cornell Mann. Mann essentially replaces Lutz, while Abdelmassih will function more as a recruiter.
